    This routine calculates a weight for each time slice that will be used
    in the digital filtering method for each channel. There will be weights for
    both for the amplitude and time reconstruction. The time phase and
    the time slice shift for each cell are calculated.

    First vzero the weights arrays for amplitude and time.
    Set the time phase (dig_ns) for the spcific run periods and calculate the
    shift of the time slices w.r.t. slice 1 for each cell.
    vfill the   dig_ns   and   dig_slice_shift   arrays.

    Then loop over all the cells:
    (If   mk_dig>1 (datacard: mkdig) then redo the    dig_ns   and   dig_slice_shift   arrays.)
    Calculate the weights for amplitude and time reconstruction
