The same precaution needs to apply to the payload itself to prevent a build
up of ice on the radiator, which could very easily jam the cutdown
mechanism and impair the payload's ability to reject heat once it reaches
operational altitude. The procedure list already contains a step just
before launch to wipe the radiator off with a paper towel. Was this
procedure being followed during the last flight?
