    includes the following commons:

    hec_par.inc
    hec_datacard.inc
    hec_dig.inc
    hec_dig_sys.inc
    hec_geo.inc

    This is a fairly lengthy routine.
    First it opens the file with the weights:    'dig_weights_amp.dat'
    which it then reads (the reading is actually quite involved..).
    Close the file.

    Then it looks for cells that have good amplitude weight parameters
    (and prints out a warning for bad parameters).

    Next set the t0 values to be used by the dig package.
    Open the file with the time weight paramters:     'dig_weights_tim.dat'
    read from that file the coefficients for time weights.
    Close the file

    Then look for cells that have good time weight paramters
