This routine
initializes the digital filtering package by vzeroing a bunch of arrays.
It also
reads in the parameters for the amplitude- and time-weights as well
as the
raw t0's by calling:
hec_dig_read_weights.f
When done,
it prints the weight parameters and raw t0's if requested
by calling:
hec_dig_print.f
